MIDSTREAM - Detailed assessment of rail car loading facility H2S hazards
Services – HAZID, Consequence Modelling, ALARP Assessment and Sensitivity Studies
Our service consisted of the evaluation of a product spec. change at a rail trans-loading facility. Hazards were assessed and identified through a HAZID study and consequence modelling using PHAST was provided to support evaluation of risk reduction measures in support of ALARP demonstration.
Consequence modelling covered hazards to lab technicians, the operational and failure case risks for the activities associated with truck unloading, tank farm venting cases, an assessment of the H2S hazardous component evolution from the product within a rail car under various environmental states, loading rates, and liquid levels to provide a complete picture of potential hazards to personnel in their day to day operations. Risk reducing measures were recommended and implemented as a result of the study.
UPSTREAM – SIL Validation and Compliance Assessment for BDVs
Services – SIL Assessment, Validation and Verification
Elevated levels of BDV failures and integrity concerns prompted a detailed study of the valve arrangements and review of the overall integrity for this safety critical system.
Our service consisted of a BDV focused review of the SIL assessment to validate actual arrangement against design. Recommendations and revisions were carried forward to update the SIS and SIF architecture. To support ongoing management and compliance for the BDV integrity, an SRS was developed for the operations team, prompting revalidation of response times and several process set points.
Monitoring of ongoing BDV integrity was addressed through the development of a BDV SIL compliance process to support the operations team in their optimising of test frequencies and providing clear indication of SIL compliance and predictive identification of potential concerns.
UPSTREAM – Process Safety Management System (PSM) program development
Services - Process Safety Management (PSM) System
For this scope, we guided the operations team through the process of developing a Process Safety Management (PSM) system and program.
Our service covered the full lifecycle of a PSM program starting with the identification of objectives, phases, and commitments required from our client’s team. We facilitated and managed the workshops required to develop facility and business specific leading and lagging performance indicators and metrics. This process included an assessment of effort and value and incorporated Tier 1 and 2 indicators as defined by API 754 to provided potential for industry benchmarking.
We established the project industry compliant tolerances, business tolerances, and site specific tolerances and objectives through analysis of historical data.
We developed and provided PSM training and awareness programs for all personnel supporting the process and developed tools to help with process safety observations and the recording of all PSM indicator data.
We provided ongoing support to our client in the continuous development of an evolving PSM program, and provided support in the development of strategies and programs to address barrier weaknesses and deficiencies through the analysis of collected PSM data.
UPSTREAM – EEBD hazard evaluation

Occupational health concerns for production operations personnel prompted a review of the type of Emergency Escape Breathing Devices (EEBD) used on a high H2S facility.
We supported this evaluation process by specifically considering EEBD air purifying respirators as an alternative to standard positive pressure EEBD devices.
The scope of support included functional assessment of the options, qualitative and quantitative assessment of the hazards, and a QRA sensitivity assessment to assess the impact of proposed protection measures and procedural changes on the design QRA basis and project target levels of safety.
The study allowed our client to address the concerns of the workforce while providing an arrangement that satisfied regulatory requirements within acceptable risk targets.
